for my two shekels worth, i'd go ahead and render the term along the lines of proclamation. i suppose testament would work, but the problem is that most people think "will/covenant" when they read "testament," which might give the impression of a different idea being presented there.
i think "proclamation" works well as it is indeed what Matthew proclaims about the Messiah.
of course, this not being an actual inspired passage, we could have room for wiggle in order to clearly present the info. but when the root KRZ is in the actual text, i normally go the "proclaim" route, myself, and reserve "declare" for the SBR root.
