What is the BIBILICAL new year?

I know the Jewish new year is Passover/Rosh Hashana (sp), but I know there are other Passover things done by Jews that arent biblical. Is making Passover the new year also unbiblical, or is it announced in scripture? A Messianic friend of mine thinks the new year is March 26th, 2009, a few days from now, at sunset, because it is the 1st new moon after 12 of them just passed. Is he right, or is Passover the BIBLICAL New Year? Or Rosh Hashana?
