Is there any relevance to these little loners? Are they akin to the petuchot and setumot markers in the Torah?

The individual letters always appear at the end of a line and are just fill. The other type of fill is an uncompleted word at the end of the previous line. These fillers serve the same purpose as the line drawn after the written amount of a cheque. They prevent any additions to the line by unscrupulous redactors.
