The leaders job is to feed the flock by teaching them to have a relationship with yahweh. To always go to him and study his word to know what to do for themselves. Each member of the congregation should have a living relationship with elohim.
Unfortunately it happens the other way where a group follows the leader instead of yahweh. It is easier to listen to the leader than to hunt to find the answer for yourself. And so yahweh said he gave us labor for our good but we always try to find the quickest way or a shortcut if possible to get to the goal in the shortest time. Most of the time this means we don't take the time to develop our own relationship.
I concur. Saw this in a former congregation that we used to go to. Now, the "leader" there is only gathering sheep to himself. The people are so enamored with him that they believe he is nearly infallible, and so no one will challenge him, even when he is clearly wrong. Another problem is he refuses to have an official board/council of elders, so he is basically a dictator.
