In the Aramaic, the whole passage is real clear as to who is in view, and what it is speaking of, is it not? 
Also, in vs 24 there, if I'm not mistaken, it should read "and the Prophets" as it looks to be in the plural there. If so, I would render this portion below like this, and ask the question: Who came to do that?
ܘܲܠܡܸܫܠܲܡ
and to fulfill
ܚܸܙܘܵܐ
the vision
ܘܲܢܒ̣ܝܹ̈ܐ:
and the prophets
