Then we must allow some time between the finishing of the 14 years and Paul finishing not just the letter to Galatia, but all his letters.

Then we must allow time for those in the Parthian Empire to collect all Pauls works and the various other books.

Assuming that most of the original Apostles and Paul were younger than Jesus (maybe 25 in AD 30), some would still have been alive in 70 AD and influencing the assembly and distribution of the New Testament text. Therefore, I think AD 70 is a better estimate of the finalization of the 22 books of the Peshitta.
