Wichelhaus' work on the Peshitta

I'm still trying to decipher some of Wichelhaus' Latin work on the Peshitta. What caught my attention in Liber Quartus (Book 4) is the word "CIRCUMSPICIENDUM". Something told me I need to look that word up. Fortunately, Google Books had "An Elementary Latin Dictionary" by Charlton Thomas Lewis & Hugh MacMaster Kingery. A phrase given in the dictionary is as follows: ESSE CIRCUMSPICIENDUM DILIGENTER, UT, etc. -- To view on all sides, survey:

I also noticed on the first page of Book 4 in Wichelhaus' work the use of "NONNE" on at least two occasions which William Whitaker's "Words" program defines as "Not?" (an interrogative which expects the answer, "Yes").
