This appears to be aMicharl Gutberg's Syriac Lexicon and New Testament. No Arabic, just Serto and Latin. It appears to have been titled incorrectly on EBay.

Edges worn, front & rear hinge cracks, browning & foxing throughout. This is the first edition of the Syrian/Latin dictionery by the Hamburg Professor Aegidius Gutbier (Gutbir) 1617-1667. His work was composed to aid in the study of the Syrian versions of the New Testament. This copy is of particular interest because of the third section [last 55 pages] which consists of notes on the various Syrian editions of the New Testament. This section appears to be unrecorded in any of the copies described by the NUC.

I've downloaded the PDF of Aegidius Gutbier's Syriac/Latin Lexicon and western Peshitto text of the New Testament. The Peshitto begins appropriately from the "back" of the book. It's the western Peshitto text which includes Pericope Adulterae and the western reading of Hebrews 2:9 as well as the Western Five (II Peter, II John, III John, Jude and Revelation.

Actualy, I think it is an Eastern PeshittA with the 5 western books added.
I have compared it with the Khabouris Codex, and except for Hebrews 2:9, western 5 books and the Serto script, they are almost the same, including Acts 20:28 and Matthew 6:32.
Pericope Adulterae is between square brackets [], maybe to indicate a later adition.
Maybe it is based in Maronite manuscripts, like the one posted here: <!-- l --><a class="postlink-local" href="http://www.peshitta.org/forum/viewtopic.php?f=17&t=1624">viewtopic.php?f=17&t=1624</a><!-- l -->
