Yes, it's a fake. That's why not much else has been said about it and the "discoverers" are eager for it to be forgotten.

I have at least one of these sorts of things pass across my desk a year. Whenever you hear "written on leather with golden letters" it's usually soiled cowhide with gold sharpie marker written in poor / pseudo-Syriac.
